The Demise of the 28-Clause Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis sparked by the announcement of a new 28-point plan for achieving ceasefire appeared – briefly – to have been defused. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of rocket attacks on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of contrasting events captured the grim essence of the current period. By day, political struggles are fought: hopeful statements are delivered from various governments. Immense energy is expended on managing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, war remains the primary tool for achieving "resolution".

After-Dark Attacks

As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is able to track projectile deployments from across the border, a capacity afforded by up-to-date information. From observation points, defense planes that had been deployed to intercept incoming guided weapons streaked across the sky – modern combat jets provided to Ukraine by European allies.

Moments later, Kyiv's anti-aircraft weapons engaged: multiple launches deployed against a hostile projectile. This was a advanced protection mechanism at work, presumably delivered by partner states. Every launch jolts you unexpectedly, rattling buildings. The brief panic quickly gives way to resigned acknowledgment: maybe the incoming missile won't cause damage this time, preventing destruction from devastation and further power outages.

Continuous Dangers

Not long after, a automatic firearm opened up on a drone in the vicinity, part of a rapid response unit – most likely imported technology. Unfortunately, the projectiles didn't strike the opposing UAV – it continued its flight toward its objective.

Periodically, this carried on until dawn. Kyiv awoke to the morning news: multiple fatalities, destruction and utility failures in multiple buildings as a result of the night's assault. As customarily, everyone still went about their day – experiencing conflict. But those entire period demonstrated Ukraine's vital need on international aid – a dependence that European nations are demonstrably unable to substitute in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from American leadership provoked deep reactions, debate and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.

Every new proposal from American administration adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually achieve victory. This trend will, certainly, continue.

Strategic Calculations

It is convenient to criticize certain parties of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. US administration works based on a premise understood by seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The White House believes that it is unfeasible to pressure the Kremlin to abandon the land that it currently occupies in Ukraine's occupied territories.

The problem is that while recognising this factual reality, US leadership does minimal to discourage Russia, through statements or actions, from believing that the situation will not change more in its favour in the near future.

Conflicting Perspectives

Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their motivation to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's government remains completely certain in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing civilians and areas but preventing a entire defensive failure until circumstances change in its benefit.

Existing Situation

Factually, there are no genuine requirements for a ceasefire. Now, subjective factors are coming into play: personal goals to mediate resolution and secure international recognition, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unacceptable, so that their priority does not switch to internal issues. And although their mission will now be significantly challenging after recent developments, it remains quite doubtful that this will modify their basic position.

These two forces are driving the talks.

Summary and Prospects

It took a just a single week to terminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, recent disclosures, all served their function.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and show particular unwillingness to modify developments, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, mainly require sustained allied backing.
